US people call the undergarment, almost universally I think, an undershirt -- in all weathers. Of course, they don't necessarily wear an undershirt in all weathers. ;-)
I wouldn't think that the garment in questions is either "waistcoat" or "vest" (depending on your side of the pond) since it has very short sleeves. I think it is a short sleeved jacket. "Waistcoat" or "vest" to me denotes sleeveless.
