A few years ago I was thinking of making a Honiton fan (I am Still thinking
about it!!), and the Honiton "specialist" here in Melbourne suggested I draw
up a "master plan", and then draw up each motif/spray separately.  Work them
separately, and then place them on the Master Plan to work the
background/bars to hold them altogether.

If you are going to make NL bars, as Peter is thinking about, I would put
the master plan on the fabric NL pad Before I mounted any motifs on it.
They can then be tacked right through the pad, and be firm to work the bars.
I would work a collar in the same manner.   Working the motifs separately is
the way to go, I think.

But if you plan to work the ground in BL - then you will need to have the
master plan on a pillow.  A cookie pillow should be fine.  As the ground is
worked in sections, usually, I think, with Honiton, it should be reasonable
easy to move the whole thing to the next section, as you run out of pillow.
