Since my bookmarks are not heirloom candidates, I just use spray starch. I pin them out on cardboard covered with plastic wrap, and spray fairly well -- until the threads are wet. Let air dry (or hurry it with a hair dryer). Test for stiffness. Spray again if more stiffness is desired.


However, if I plan to insert them in a plastic sleeve, I don't starch them. If the bookmark is going to a child, I usually sleeve it.

Depending on the thread used, some bookmarks are not stiffened because they have enough natural body to be used as is.
