Question - how do I join the end back to the beginning to make a continuous strip? The strip is
too short to double it back and repin the end at the top and sew together normally.

I thought of doing an extra repeat of the pattern and overlapping, but maybe that would be too bulky on such a tiny item.
Actually, if you oversew tightly with finer thread than the lace, you'd be surprised at just how flexible and invisible the result can be. I was pleased with the result when I made a garter for my sister from a Bucks pattern and finished it in that manner. It surprised the judge at the fair the following year, too :-)

I was also pleasantly surprised at how easy it was to do (but there is that extra time for the extra repeat...). I found it easier than trying to hide the threads from the knots (I distrust cutting threads off flush - had too much tatting come apart that way)
