Those who've already made up kits will already know this, but sometimes the blindingly obvious isn't obvious. It's is similar to the method Christine Springett used for the kits she used to sell, and would be the way to go when making up kits of the same item for fund-raising or give-aways: Measure the length wound on to the bobbins, make the item, then measure what's left on each bobbin. The you'll know just how much thread you've used and can add a bit on for the leash and securing to the bobbin. You need to say how much to wind on each bobbin in the instruction.
