Yes it's needle lace, from Zele province in Belgium. *Very* clearly written it is a good book to learn techniques from that can then be applied to other needle laces such as Point de Gaze. It is worked in fine cotton thread, but the instructions make this non-threatening.
There are several very attractive designs such as some brooches which are used as exercises for the next technique, but it is mostly instruction. Highly recommended.
