In the UK a jewellers loupe is a round magnifier, about an inch diameter and about the same in depth, that you clamp (using your eye socket muscles) into your eye socket. You move the object you are examining closer or further away from the lens to get it in focus. It's usually used by jewellers to examine gem stones and precious metal hallmarks. If you watch any of the antiques programmes on TV, there's usually one of the experts using one.

A linen tester is placed directly onto a piece of fabric, or anything else that's flat that you want to examine. The type that folds up usually has a scale on the part that rests on fabric below the lens to enable you to count the number of threads per inch/centimetre. There are also similar lenses which are raised above the object you are looking at either by legs on by a rim, which don't have a scale, but which still sit on the object you are examining.
