Terry has something a bit like it cluttering up a cupboard - for fishing not lacemaking!

It's an old fishing reel attached to the handle part of an old fishing rod; I think it was used for transferring fishing line from one reel to another which is why it has a second clamp for attaching a second reel. It doesn't have have the pointed end, just the inner ferrule where it would have been attached to the rest of the fishing rod. See:

Maybe the original owner of this one had some sort of aperture, or even soft ground, that the spike could be inserted into whilst the spool was being turned.
