I purchased a kit for a beautiful little denim jacket with peplum and sleeves
smocked in pink from Country Bumpkin/Inspirations recently and had to go to
the post office to collect it as there was an excess to pay. The kit was
quite expensive to start with but I just couldn't resist making it for my 4
year old granddaughter. The post office charged me a 'handling fee' which was
almost half the cost of the kit!
I seem to remember that the threshold value for goods to require
customs duty is quite low - about eighteen pounds, I think. So depending
on the value of "quite expensive", part of the charge may have been
customs duty - and would be payable wherever (outside the EU) the goods
had come from. Either that or the sender didn't put enough postage on
it.
I think if the "handling charge" part of it was more than the pound
stated, I would write to Royal Mail and demand a refund!
From the FAQ on the Royal Mail website:-
"Why do I have to pay a fee?
4. The only time you'll ever have to pay to receive mail is if your mail
has come from overseas and there's a Customs charge to pay or if the
person sending it hasn't paid any, or enough postage. Find out more
about fees to pay.
5. How much does it cost?
You pay the deficient postage for the item, in addition to a £1 fee.
The amount of underpayment is calculated against the service used. Where
there are no markings on an item to indicate which service was used, we
will charge the Second Class rate. For items that weigh more than 750g,
we will charge the Standard Parcel rate.
If any item was clearly intended to be sent by First Class, we will
handle and charge against the First Class rate."
