I would say:

"Holes with textile surround, typically placed strategically for esthetics."

We know that lace can be created even with holes in plastic.  The word "weave"
indicates variations of patterns of "in and out."  Though weaving tends to
indicate a technique, one is weaving with bobbins, needles, shuttle, crochet
hook or knitting needle, etc., even weaves in hair employ some of this
technique, at least on a fundamental level. 

Just as 'lace' has varying meanings (to draw together, to pass through, to
confine, to add something or to adulterate, even a form of verbal attack) as
applications within the English language.  The same is true with the words
'weave' or 'knit.'

To me, lace is holes in something, placed in a pretty pattern.  As techniques
evolve and become refined, it becomes
 even harder to quantify.
