I don't really understand what the problem is for this person. My US lace
supplier makes excellent use of flat-rate packets: one price for up to a
certain weight, regardless of number of items or their value.

Perhaps the seller is worried about insuring the shipment, which is indeed a
different kettle of fish.

In any case, even though I live in a country with no vendors for lacemaking
(imagine!) I feel spoiled for choice due to all the wonderful vendors who do
ship abroad. I wouldn't spend much time on someone who thinks it is too hard
to do.
