The lace on your fan is definitely real Chantilly. A very nice design, too.
Chantilly had its heyday throughout the 1800s. From the layout of the design,
I would say that it dates from 1830 at the earliest. And I think that lace
fans were less used at the very end of the 19th century. Chantilly -- a black
lace -- shows up best when laid on top of a brightly colored background.
Right around 1900 womens' fancy dress was less dramatic than it had been
earlier. All these factors suggest a date towards the middle 1800s.

I would not venture even a guess about the fan sticks. Obviously fan sticks
could not have been made of plastic in the 1800s. Of course the lace could
have been re-attached to a new set of fan sticks at a later date. But if the
fan sticks had been damaged, requiring re-mounting, the lace would most likely
have been damaged as well.
