The Bonnet Preserver (item 13 under "Knitting" at http://www.knitheaven.com/vintagepatterns/26_BONNET-PRESERVER_KNITTING.htm ) appeared to not be too long, so I guess that it either went around the higher/forehead, or at the lower back of the skull.
My guess was that the two ties would go on either side of the ear (not tied around them) and perhaps tied at the back of the head if worn for a hat, as a concealed sweatband and would also provide a good anchor for a hat pin. If for a bonnet, as implied, then the back of the neck/head may be a priority but how it would anchor, as it wouldn't stay around the ears well from that side, so you would have to have one string around the neck and another tied up on the forehead? Some bonnets would be washable (vs. hats) so it could be a carry-over term, as tends to happen. The piece is graduated or flared, so I would assume that it is to accommodate the taper of the head/skull. It is a simple and pleasant lace pattern, which would breathe if it was hot out. Perhaps Bev was right and it kind of helped keep hair out of the way also.
