I have heard the term "pin after 4" edge  but not "pin under 4" edge.  Pin
after 4 is just another way of describing the "sewing edge".  I first heard
the term from Flemish speaking lace maker who taught at Kantcentrum in the
1980s.  She gave some workshops in the U.S. also.  My impression is that she
was just translating into English the phrase used in her region.
