That tape lace is what we call "mixed tape lace", meaning that the tape is
machine made.  You can see how it is folded when it changes direction.  Needle
lace stitches would be worked into the empty spaces between the tape sections
to hold it together.  This is a messy example.  Tape lace can be entirely
bobbin made, however.
