Thanks for sharing, Sue! This is a very well-known Beds pattern; I’ve seen it, or a close cousin, in several books. I think since it is British Pathe that made the film, it is set in Britain, so that’s another vote for Beds. The film is probably part of a whole series of films Pathe made around the same time, called something like the Crafts of Britain. Somewhere on the Internet they have put up all of these films - I watched one lovely one on spinning and weaving. But I can’t remember just where I found them.
