Hi Susan I had this problem when I made the garter for my geometrical Bucks book. I solved it by turning the garter inside out and stretching it round a book so it was at approximately full stretch. Then I made a small back stitch through the lace and elastic behind each ribbon loop. When the garter was taken off the book all the loops were, and stayed, the same size.
