I think this picot arrangement is also called Blossom filling, or Blossom ground. It is a Honiton lace filling. There is also a Bedfordshire way of making it - but it does not look as nice, and, although I make a lot of Beds lace, I always use the Honiton method.

The 4 picots - 2 right hand picots, and 2 left hand picots - are worked around the crossing with a small hole in the centre - Honiton way is without a central pin - the hole is formed just by the twist in the threads.
