It is a snuff box. She is offering him powdered snuff (they sniffed it) I have tried that by the way and it was very VERY pleasant. If it had been easy to get I would have easily been a sniffer (snuffer?) rather than a smoker (and it would have been much harder to quit!!) Never could figure out why the custom sort of went by the wayside. Chewing is gross and cigarettes inflict damage on everyone around them. (and the taste is no where near as nice as the sniffing experience) At least with snuff you are only hurting yourself.
