It's not that it doesn't work - it's just that each commit makes the clone bigger forever (or until we clean up the history again, which we should avoid). I have no experience with any of those tools / approaches. Of course it's always possible to move modules to their own project. For example, a German (or whatever) POS tagger that works by looking up all possible readings from a dictionary is useful on its own. But that means someone would need to care about it, including releasing it to Maven central.
