Tamil and, in general, all other non-Western languages do not have their
own block for puctuation marks, symbols and numbers in the Unicode. So,
these are common to all -- i.e. both German and Tamil use the same quote
characters of u201C and u201D. Same applies to numbers and even full stops.
In LibO (and MS Word, as well), these characters are defaulted to
"Western", leading LibO to think it is German in your system and English
(UK) in mine.

The current arrangement works for most word processing needs; so, I'm not
sure if this could be considered a LibO bug? Interestingly there are no
issues in LT standalone.

This is a BIG problem for Tamil spellchecking. Hopefully, there is some
solution soon...
