Ok, seems there are two separate problems on this laptop.

One in the intel iommu driver.  And another problem somewhere
in the ps/2 i8042 keyboard and/or mouse driver; or maybe
a bios system management mode issue with usb legacy
device emulation.


How was the usb flash boot device installed?  Using the 
LiveCD, on that Acer AS3810T laptop?  That is, the LiveCD
does boot OK on the Acer?  Does the LiveCD need the
-B intel-iommu=no workaround?
