OK, I'll approve then, pending a test tomorrow with the official
build. Let's hold off integrating to branches/4.0 until we know,
though. The diffs themselves look fine.

substiutions for the VERSION_ID in startup.var from
startup.var.proto and startup-static.html from startup-

check it in and let it run through the nightly build,
and see if it works tomorrow... need to do that anyhow.
