Summary: Once more with feeling try to keep the debugger on the canvas
Bugs Fixed: LPP-7602 Debugger should try to make itself fit on the
canvas if given an explicit width or height

Details:
Do it the hard way. Create two states with constraints for x and
y that are applied if there is no explicit x or y and removed when
you resize.
