You can still compile to it from the lzc command line, it's just not on the
dev console anymore.


We decided that we are only going to make the swf10 option visible in the
dev console UI, since swf9 was sort of
a transitional target runtime, and we'd like the phase it out. Sort of like
the difference between swf7 and swf8.  There
are probably very few browsers running just the flash 9 player now, due to
the auto update feature.
