We decided that we are only going to make the swf10 option visible
in the dev console UI, since swf9 was sort of
a transitional target runtime, and we'd like the phase it out. Sort
of like the difference between swf7 and swf8. There
are probably very few browsers running just the flash 9 player now,
due to the auto update feature.
