Unless something has recently changed, Flash doesn't support recording mp3 audio (in OpenLaszo, Air, or anything else)... you can record and convert to mp3 on the server.

There's a popular open source tool, ffmpeg, and this article talks about other options (and explains the Flash format a bit):
