The AIR docs here:

... indicate that it is possible capture the microphone and send it to a server (e.g. FMS/Red5), or to loop it straight back to the audio speakers. But they don't say that it will be in MP3 format. I'm not too familiar with audio/video streaming, but I think it's some proprietary Adobe format. I don't think you can record the sound into the runtime and then send it in MP3 format.
