[Laszlo-dev] OL version

I rolled back the OL version on my local-dev today to 19096. The builds 
over the last week or so that tried to address the slow iframe issue 
actually made things more laggy and appear to have introduced a 
mousewheel scroll issue. The scroll issue appears to be focus related. 
Whenever the mousewheel doesn't work clicking in a text entry field 
restores the mousewheel.
