Ok, understood. Concerning "so your reviewers don't need to build the
docs", I don't want to force anyone to perform a complete doc build
(that'd mean wasting about an hour to wait for the completion of the
process!). To run the 'developers' ant target to build the Developer's
Guide should be sufficient (completes in 3-4 minutes on my PC). Some
xrefs to the Reference Guide won't work, but that's acceptable compared
to the amount of saved time.
