OK, I decided to try L2H on NT.

I already had MikTeX[1] installed and working.  And I also had the
latest ActiveState[2] perl (5.005).

Next step was netpbm, which I grabbed from somewhere[3].  Finally, I
set up GSview[4], which included Aladdin Ghostscript 5.10 (well, it
didn't exactly include it, but the the GSview installer configured GS
at the same time.  Anyway, it seems to work.).

OK, so all this seemed to be working, and install-test succeeded.

However, I have some problems when I try to convert something.

o First of all, I seem to have to copy latex2html into the directory
  I'm working in to get it to run at all.  Just doing

  perl latex2html file

  or even

  perl D:\local\latex2html\latex2html file

  doesn't seem to work.  As you can probably tell, I'm pretty much an
  NT novice, so this one is probably something obvious.

o More importantly, \input doesn't seem to work at all.  It just seems 
  to be ignored.  This is handled by texexpand, right?

Anyway, this was my first attempt, so I didn't expect things to be
terribly smooth.  Has anyone gotten farther along than this?  Any
suggestions?
