the changebar on ctan is v3.3f of 1998/03/17.

it's probably sensible to assume that the version in the distribution
is ok, but in extremis you could update your copy.

but surely the running the manual through l2h isn't using
changebar.sty anyway?  it's only available so you can run a latex copy
of the doc should you care to.
