I presumed as much, but I got a response informing me that
there was an old version of changebar.sty in ./docs. Though I am
Perl literate, I haven't yet gone down into the guts of LaTeX2HTML
and tried to figure out what changebar.pl actualy does.
I do not understand why the problem only exists with the
changebars in problem.tex; because other invocations of changebar
elsewhere in the manual are handled without a fuss. And yet commeting
out the changebars in problem.tex make the hang problem go away.
