You would do an awful lot better to upgrade to LaTeX-2e.
Sticking with LaTeX-2.09 is staying 5+years behind the times.

LaTeX2HTML does not read .sty files.
Instead it looks for  .perl  files with the same prefix.
There is no  epsf.perl  but there is  epsfig.perl .
This file also copes with the commands from  epsf.sty .

If you must stay with LaTeX-2.09 then try the following:

 1.  Make sure  html.sty  is loaded;  e.g. via
\documentstyle[html,.....]{....}

 2.  include the following lines in the preamble of your LaTeX source:

   \begin{htmlonly}
   \usepackage{espfig}
   \end{htmlonly}


 3.  That's all. This should induce LaTeX2HTML to load  epsf.perl
   even though your version of LaTeX doesn't recognise  \usepackage .

If your GhostScript is as out-of-date as your LaTeX, then this is to be
expected.
Update to v4.02 or later.

If you have teTeX, why on earth are you still using LaTeX 2.09 ???

That is like flying the Concorde always at subsonic speeds.
