This is a message from TeX, not from latex2html. TeX complains
probably because it can't find the file latex.fmt (the latex format)
it needs. Are you able to run TeX manually ?
You should consider tracing the installation of your TeX/LaTeX and
your setting of environment variables (TEXINPUTS or TEXMFCNF or
something like that). Those variables can (should ?) be set in your
environment before your run make or they can be set be scripts between
the make command and the TeX execution.
