AFAIK, dvips has, as any other program, local init files which can
reside in the users home directory. These files control where dvips
searches for what files. Look into the dvips docs. If they are not on
your system, you'll find them in the dvips distrib on any CTAN host
(e.g. http://www.dante.de).
