L2H is not LaTeX, and although Ross et al. try very hard to mimic
LaTeX behavior, compromises and limits are inevitable.

Just whack out a trivial perl script and ram the files through it.

Much quicker than arguing about whether it should be considered a bug
that L2H behaves as it does.
