But this is impossible to achieve for all readers,
since it is dependent upon the screen resolution.
GIF sizes are in pixels, whereas font-sizes are in points.
On a 100dpi screen the images are only 3/4 the size of a 75dpi screen,
whereas the browser software shows the 14pt (say) font at the same size.

This effect may even vary among browsers and platforms/operating systems.

The only way we'll have real uniformity is when there is no need for GIFs
at all; e.g. using Unicode fonts and/or MathML.
This is still in the (hopefully not too distant) future.

Still, it is reasonable to specify font-sizes, font-faces and line-heights
when you know the capabilities of your audience;
e.g. in a workshop, or computer-lab, or for a CD with browsers included.

With the latest latex2html and html.sty there are commands:
 \htmlsetstyle  and  \htmladdtostyle .

e.g. the following are used in the LaTeX2HTML Web document containing:
  http://www-texdev.mpce.mq.edu.au/GeoMath/GeoMath/node11_mn.html

 \htmlsetstyle[PRE]{}{ color=\#5555aa }
 \htmlsetstyle[BODY]{}{ line-height=18pt; font-size=14pt }
 \htmlsetstyle[TABLE]{mmacode}{ background-color=\#ffffff ;
text-color=\#5555aa }
 \htmlsetstyle{mmacode}{ background-color=\#ffffff }
 \htmlsetstyle[SPAN]{textsl}{ color=\#ff5555 }

To see the entries that are generated, get the file
  http://www-texdev.mpce.mq.edu.au/GeoMath/GeoMath/GeoMath.css

However with Macintosh Netscape 4.05 the blank paragraphs padding after
displayed-math lose their height --- don't know why.
It doesn't happen under X-windows on a DEC-AlphaStation, with NS 4.05 .

Hope this helps,
