CVS is a versioning tool that allows for parallel development. No user of
LaTeX2HTML needs it for running LaTeX2HTML. CVS is just a means for the
developers for exchange and management of their work.
There is a so-called CVS repository at Bayreuth, Germany (the host is
saftsack.fs.uni-bayreuth.de, 132.180.136.1) where the current developments
are kept.
If you're a user, I'd suggest you stick to the official releases of
LaTeX2HTML, available on the Web or via anonymous ftp. If you'd like to
participate in the development of LaTeX2HTML, i.e. hacking of the scripts,
then a CVS login to the repository could be of interest for you.
For any further documentation on CVS please refer to the CVS sources,
found e.g. on ftp.gnu.org.
