It's set in the version files: $LATEX2HTMLDIR/versions/html3_2.pl and html4_0.pl
Yes, it perhaps could be a variable, but this would require a mechanism
to change it on the fly with each {tabular} environment.
There is no appropriate existing TeX/LaTeX code for this concept,
since \tabskip and \columnsep are more analogous to CELLSPACING .
6 points of spacing (twice 3) due to the padding, is hardly excessive.
Remember that HTML is about presenting information clearly and unambiguously;
it is *not* about delicate typesetting.
In <TABLE>s used for Mathematics alignments, LaTeX2HTML uses CELLPADDING=0 .
