If someone could just give a rough outline of how things are processed
it would be a first step. For example,

1) Extracting figure information
2) Extracting equations
3) converting eps files
4) converting equations
5) processing tables
6) splitting into sections

(clearly wrong), but you get the idea. It would sure be nice if
latex2html indicated when it began a new step (at least when $VERBOSITY=1)

Ross Moore also said,

such as HTML:Stream?
what about the DBM stuff?
any other ideas?
