This looks like it is derived from a heading name,
or a figure/table caption.
It looks like a macro (e.g. \small or \footnotesize)
has been expanded too soon.

Has this occured *before* the message  'preamble done'
(or something similar to this) ?

If so, then the place to look for strange things is the .aux
file that LaTeX created, or perhaps the .lof or .lot files.

All of the heading titles and captions that appear within these 
auxiliary files *must* match the *unexpanded* code that
occurs within the main document source (or the \input or \include files).

Almost certainly this is not the case with your document.
It is LaTeX's concept of *fragile* that is causing difficulties
with the LaTeX2HTML translation.
Wherever LaTeX has expanded a macro, precede it with \protect
within the document source, to suppress his expansion.

These come from:  \p@  and  \z@  appearing within a .aux file,
or a .toc or .lof or .lot file.
