it doesn't seem like a latex2html bug to me. modern tex systems have
rules about where they'll take files from (or write them to) for
security porpoises. i suspect you're falling foul of some such
restriction.
there are switches to control the effect in modern tex
implementations, but without knowing what implementation you're using
it's hard to guess which switches to suggest. read the docs, i'ld
say.
