Maybe I'm missing your point, but are you really going to produce A0
gifs for the net?
What I usually do, is the following:

define
        \newlength{\fullfigurewidth}
        \fullfigurewidth20cm
and use
        \includegraphics*[width=fullfigurewidth]{foo.eps}}

for placing the figures. When doing the poster, I set fullfigurewidth
to a suitable size, when doing the html, I change \fullfigurewidth to
smaller size.
