This pushing the license to a separated @include'd file was requested by you in your email of 2016-04-13T00:44 titled "Re: CTAN Upload: latex2e-help-texinfo-fr". In this email you wrote :
In practical terms I think that the license text should be in a separate license.texi ASCII file @include'd in each of the 3 documents, that would guarantee consistency and maintainability.
