All of Ubuntu != any of Ubuntu, so being able to subscribe to a certain package definitely stays in. Brian has brought up good arguments (which I agree with) about being able to subscribe to Ubuntu, and I believe this feature comes in very handy for exactly this case (how about subscribing to a bug tag as well, to track individual phases of a certain process: for instance, if a certain group can react on a certain bug tag [like in SRU process], they'd be happy to be subscribed to such a tag only).
