I fear that would block many packaging links because of unresponsive upstream maintainers. And there is also the case where the upstream project is owned by regeistry-admins because it is unmaintained but I guess in those cases could we could simply assume upstream agreement. A packaging link is not about agreeing to package a project, though, it is about stating the fact that it is being packaged. But it should state this fact correctly.
