That assumes, as it says in the beginning, that you "gotten the Launchpad source code" as per https://dev.launchpad.net/Getting. That page also has a section called "Do-it-yourself installation" but that is incomplete. AFAICT you have two options. - Try to get rocksetfuel-setup running on your system. If your system is Debian-based, it should not be too hard (but don't quote me on that). - Install Ubuntu in a change root or virtual machine, as the page suggests. That should be much easier.
