The webservice looks for adapters for the field types for the xhtml representation. There is one that we are going to delete for the assignee of a bugtask. This is needed to use a javascript picker to edit a person.
It isn't really a bug, it is just the current implementation and a comment for the reason why the <span> tags are there. I explicitly didn't add it to the __all__ method as this is only used as an adapter, and isn't to be imported and used in other ways.
