I'm +1 on defaulting to READY for now. Although I really think we should implement poor man's commissioning ASAP (but that's probably post beta freeze 2).
Daviey's has argued that automatically enlisted nodes should be manually approved in the UI before commissioning. That's something to take with Matt. But for nodes that are added through the UI, we should commission them automatically - which means installing the requested version of Ubuntu on it, and making sure that it installs and boot successfully.
